Venesky-Brown Recruitment are looking for experienced Utility Operatives / Responsible Person Permit Holders to support a major utilities and civils infrastructure project across Lancashire.
We are ideally looking for candidates available to start Monday 7th September 2026, in line with planned project inductions.
Candidates must hold current EUSR Category 1 and Category 2 qualifications. These qualifications are a key priority for the project, as candidates already holding both can be mobilised and progressed to site more quickly.
The successful candidates will support utility, excavation and enabling works, with responsibility for working safely around existing services and, where required, acting as a Responsible Person / Permit Holder for relevant activities.
This role would suit experienced operatives from a utilities, groundworks, drainage, ducting or civils background who are confident working around live services and understand safe digging and permit-controlled working.
Key duties will include:
- Acting as a Responsible Person / Permit Holder for utility and excavation activities where required
- Ensuring works are carried out in accordance with permits, RAMS, drawings and site procedures
- Supporting safe excavation and working around underground services
- Assisting with utility locating, trial holes and service exposure activities
- Carrying out drainage, ducting, excavation and reinstatement works
- Supporting enabling works, access preparation and compound setup
- Establishing and maintaining safe working areas and exclusion zones
- Working closely with supervisors, engineers and site teams to coordinate utility activities
- Ensuring permits and controls remain suitable for the work being undertaken
- Following task briefings, site rules and health and safety procedures
- Maintaining high standards of housekeeping and safe working practice
Essential requirements:
- Current EUSR Category 1 qualification
- Current EUSR Category 2 qualification
- Valid CSCS card
- Strong previous experience in utilities, groundworks, drainage, ducting, excavation or infrastructure works
- Experience working safely around underground services
- Good understanding of safe excavation and permit-controlled works
- Good understanding of construction site health and safety
- Reliable, proactive and confident working as part of a site team
- Willingness to travel to multiple sites across Lancashire
Preferred tickets / experience:
- Previous experience as a Responsible Person / Permit Holder
- EUSR Water SHEA – training can be arranged if not in place
- EUSR National Water Hygiene – training can be arranged if not in place
- NRSWA Street Works
- CAT & Genny / Cable Avoidance training
- Previous experience on major utilities or infrastructure projects
Job details:
- Location: BB4 area, with travel to multiple sites across Lancashire
- Project: Major utilities and civils infrastructure project
- Target start date: Monday 7th September 2026
- Rate: £19.34 to £22.46 per hour, depending on experience and competencies
- Hours: First 9.5 hours worked Monday to Friday paid at standard rate, with overtime rates applicable thereafter
